Louisiana Arson Registry

Arson Registry Form - This form is to be used by Office of the State Fire Marshal and Louisiana Probation and Parole authorized users only.

This state's policy is to assist local law enforcement agencies' efforts to protect their communities by requiring persons who commit offenses involving arson to register with the State Fire Marshal and to require the exchange of relevant information about persons who commit offenses involving arson among state, local and federal public agencies and officials.

To underscore the gravity of committing the crime of arson, the law, Louisiana Revised Statutes (R.S.) 15:562.1, et seq, which was enacted in 2010, was amended in 2014 to include an additional offense, an enhancement of the penalties for failing to register, and to expand the duration a first-offender must remain on the registry from five (5) to ten (10) years. Please note that those who are convicted of a second or subsequent arson-related offense are required to maintain their registration for life.

Therefore, pursuant to LA R.S. 15:562, et seq, any person over the age of seventeen (17) who has been convicted of an offense involving arson, if not incarcerated, is required to report in person to the Office of State Fire Marshal or to the office of Louisiana State Probation & Parole in order to register within thirty (30) business days of establishing residency in Louisiana.

Arson Registry FAQ

The Arson Registry is a database containing all persons who have been convicted of an offense involving arson. Determined to assist local law enforcement agencies in the protection of their communities against the devastating effects of arson, the State Legislature enacted legislation creating the Arson Registry in 2010 in order to facilitate the exchange of information about persons who commit offenses involving arson among state, local, and federal agencies and officials.

In addition, the law establishes the Office of State Fire Marshal as the custodian agency of the database.

All persons who have been convicted of an offense involving arson must register the within thirty (30) business days of their conviction or, if incarcerated as a result of a conviction, within thirty (30) business days upon release.

The law requires all persons convicted of an offense involving arson who have or will be establishing residency in Louisiana to register within thirty (30) business days.

An offender can bring a completed Arson Registry Registration Form and required documentation (see registration form) to the Baton Rouge headquarters of the Office of State Fire Marshal (8181 Independence Blvd. / Public Safety Compound). However, an offender can also register at the local offices of the Louisiana Probation & Parole.

In addition to the information required on the registration form, a number of documents are also required and must be submitted. A checklist of all information/documentation is included in the registration form.

An offender must notify the Office of State Fire Marshal within thirty (30) business days when an offender establishes a new or additional residence. Likewise, the notification must be in person and must be done whenever an offender vacates his current registered address with no intention of returning, when an offender has been absent for more than ninety (90) consecutive days or an aggregate of ninety (90) days or more per calendar year and is physically present at another address during the same time period.

Additionally, notification is required when an offender changes his/her name.

Remember, all notifications must be made in person.

Offenders are required to register and to remain in compliance with all requirements for a period of ten (10) years.

Please note that a second or subsequent conviction of an offense involving arson binds the offender to the requirements of the law for the rest of his/her life unless the underlying conviction is reversed, set aside, or vacated.

Any person who fails to register, periodically renew and update his/her registration, provide proof of residence or notification of change of address or other registration information, as required by the law and/or who knowingly provides false information to the State Fire Marshal shall be fined not more than one thousand dollars ($1,000), imprisoned for not more than six (6) months or both.

Any person who fails to provide the notice required by this Subsection shall be fined not more than five hundred dollars ($500.00), imprisoned for not more than six (6) months or both.
